Taking the Law into their Own Hands - Lawless Law Enforcers in Africa (Paperback): Bruce Baker Taking the Law into their Own Hands - Lawless Law Enforcers in Africa (Paperback)
Bruce Baker
R1,593 Discovery Miles 15 930 Ships in 12 - 17 working days

Over much of Africa, crime and insurgency are a serious problem and one in which the distinction between the two is being eroded.A Left without state protection people have sought to preserve their lives and property through vigilante groups and militias that pay scant attention to the law or human rights.A Likewise, the state security forces, under pressure to cut crime and rebel activity, readily discard lawful procedures.A Torture provides them with vital information, whilst extra-judicial executions save the need to go through the prolonged criminal justice system. After a general overview of the role of the rule of law in a democratic society, Bruce Baker provides five case studies that capture the current complex realities and their impact on the new democracies.A The citizen responses considered are vigilantes in East African pastoral economies, The Bakassi Boys an anti-crime group in Nigeria and private policing initiatives in South Africa.A The state responses are those of the Ugandan Defence Forces towards the Lords Resistance Army, the Senegalese army towards the Casamance secessionists and the Mozambique Police response towards criminals.

Security in Post-Conflict Africa - The Role of Nonstate Policing (Hardcover): Bruce Baker Security in Post-Conflict Africa - The Role of Nonstate Policing (Hardcover)
Bruce Baker
R4,583 Discovery Miles 45 830 Ships in 12 - 17 working days

Policing is undergoing rapid change in Africa as a result of democratization, the commercialization of security, conflicts that disrupt policing services, and peace negotiations among former adversaries. These factors combined with the inability of Africa s state police to provide adequate protection have resulted in the continuing popularity of various forms of nonstate policing. Based on six years of field work, Professor Bruce Baker presents his findings on eight African countries in Security in Post Conflict Africa: The Role of Nonstate Policing.

How well does nonstate policing work?

Professor Baker s research, gathered through interviews, observations, and focus groups, examines the complex types of law enforcement and crime prevention systems that have developed during times of political and social instability. He explores the concept of nonstate policing, explains why it dominates African security provision, describes the services provided, measures the levels of local support, and discusses issues of accountability. He examines the potential hazards of working with nonstate police and suggests ways to enhance these systems and to establish partnerships with the state police for the benefit of the citizens.

Are collaborative efforts the key to security?

Challenging prevailing assumptions in academic and policy circles about nonstate policing, this groundbreaking work provides insight into the optimum security model, whereby success is determined by the quality and efficacy of the security received by the people, regardless of who delivers that service. The author maintains a related website with supplemental information.

Eli Hill - A Novel of Reconstruction (Paperback): Katharine Du Pre Lumpkin Eli Hill - A Novel of Reconstruction (Paperback)
Katharine Du Pre Lumpkin; Edited by Bruce Baker, Jacquelyn Dowd Hall

Katharine Du Pre Lumpkin's 1946 autobiography The Making of a Southerner is considered a classic testament of a white southerner's commitment to racial justice in a culture where little was to be found. Lumpkin's unpublished novel Eli Hill, which was discovered in Lumpkin's papers after her death, contributes to the same struggle by imaginatively re-creating a historical figure and a moment in the violent white resistance to Reconstruction. Born to enslaved parents in York County, South Carolina, Elias Hill (1819-1872) learned to read and write and became a popular Baptist minister. Owing to his influence, Hill was one of many victims of a series of vicious attacks by the Ku Klux Klan. After testifying before a congressional committee that emigration was the only solution, Hill and 135 other formerly enslaved people emigrated to Liberia. Lumpkin had trained as a sociologist and historian to use archival sources and data in arguing for socioeconomic change. In her autobiography, she uses the lens of an individual life, her own, to understand how racism was inculcated in white children and how they could free themselves from its grip. With Eli Hill, she turns to imagination, informed by archival research, to put an African American man at the center of a story about Reconstruction. In curating this important work of historical recovery for use in the classroom, Bruce Baker and Jacquelyn Dowd Hall have included the full text of the original manuscript and an introduction that contextualizes the novel in both its historical setting and its creation.

Justice and Health Provision for Survivors of Sexual Violence (Paperback): Helen Liebling, Bruce Baker Justice and Health Provision for Survivors of Sexual Violence (Paperback)
Helen Liebling, Bruce Baker
R1,285 Discovery Miles 12 850 Ships in 10 - 15 working days

Kitgum District, northern Uganda has experienced over twenty years of armed conflict with high levels of sexual violence. Few studies have investigated the health and justice responses to such human rights abuses. This book addresses this need. Interviews were carried out with former abductees of a rebel group known as the Lord's Resistance Army, and with health and justice professionals. The findings reveal that Kitgum still suffers high levels of sexual violence. As a result of their conflict and post-conflict experiences the population experiences severe physical and psychological effects. The state health and legal systems are so poorly resourced, that they struggle to address these survivors' needs. This thought-provoking book provides a novel analysis of the subject in addition to health and justice policy recommendations. It will be of interest to academics, researchers, policy makers and clinicians. International non-government and development organizations will also find the text useful. All of the royalties from the book sales will be sent to the former abductees and their children born in captivity.

For decades, Chafer's He That is Spiritual guided the Christian in spiritual growth, but it remains out of reach for many modern believers who struggle with the 1918 text or no longer have the general Bible knowledge that the book assumes. Now, Spiritual Maturity: The Road to Wonderland brings those same critical lessons prefaced by quotes and illustrations from Lewis Carroll's timeless tales. Interwoven throughout the text is Christine, a fictional character, whose life and questions mirror those of today's reader. We need to be sure we are walking in the direction and in the manner God would choose. And on any journey, a map-correctly understood-can be enormously helpful. Thankfully, God has provided us one. Designed for individual and/or classroom use with study questions for each chapter.

Multi-Choice Policing in Africa (Paperback): Bruce Baker Multi-Choice Policing in Africa (Paperback)
Bruce Baker
R749 Discovery Miles 7 490 Ships in 10 - 15 working days

Policing is crucial to how Africans experience the freedoms of democracy and determines to a large degree the levels of economic investment they will enjoy. Yet it is a neglected area of study. Based on field research, this book reveals the surprising variety of people involved in policing besides the state police. Indeed many Africans are faced with a wide choice of public and private, legal and illegal, effective and ineffective policing. Policing in Africa is very much more than what the police do. It concerns the activities of business interests, residential communities, cultural groups, criminal organisations, local political figures and governments. How people negotiate this 'multi-choice' of policing options, and the implications of this for government and donor security policy, is the subject of this book It covers policing in all its forms in Sub-Saharan Africa, including two case studies of Uganda and Sierra Leone.
